Unless you own a wedding venue (like a ballroom) I don’t see why you need to buy chairs and tables – many venues already have these, and they can be rented otherwise.
What you should be doing is networking with wedding vendors in your area – venues, photographers, DJs and musicians, florists, bridal boutiques, caterers, suppliers of rented items (chairs, tables, tents, etc), and even nondenominational and secular ministers/officiants (since not all couples have a church they want to get married at). You might want to read a lot of books and magazines about wedding planning, because it involves a LOT more than just choosing decorations.

I suggest you check out the Small Business Planner provided by the SBA.

If you want to help with the planning, then you want to start shopping around and getting in touch with venues, caterers, rental stores, and other party supply shops.
You don’t need rentables unless you’re opening a supply shop (in which case you don’t help much with the planning except to give people ideas if they ask for them) and you would start looking around at decor items, and getting in contact with their wholesalers or manufacturers.

You should try and talk to wedding planners/special events planners about their business and how they started. Maybe you can work as their intern so you can learn the business first. I found this message board on WeddingChannel.com called “Ask a Vendor.” You can ask vendors about their job duties there and you’ll be able to get some more information.

You could start your business anytime when you have a proper planning. For this Chairs and tables, decor, linens are very little things. You could purchase these things in one day or two day. But you have to first register your business, rent a place for office, Advertise in local newspaper about your business. Do some posting in online sites about your business.
Search in google.com for publishing your business online or post your business in http://www.rpreport.com for online business publishing. Here many wedding planner, event planners and photographers have listed there business information.
I hope would be useful for you.
Thanks.
